Your personal data
Processing of personal data called "National Identifier in Higher Education - INES" was created by the Ministry of Higher Education, Research and Innovation, located 1 rue Descartes in Paris (75005), for executing a public interest mission as described in paragraph e) of Article 6 of General Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on data protection (RGPD).
The purpose of this processing is to allow, in particular by means of a web service, to:
- provide the interface between the management systems of public and private higher education establishments, the national applications of services for students or future students and the national directory of student identifiers (RNIE) in order to improve research methods of the INE and, where applicable, allow its creation from the student's civil status.
- resolve disputes, anomalies, and student identification errors.
This processing also has a statistical purpose.
The categories of personal data subject to this processing are as follows:
- Data regarding students admitted to a higher education course:
a) national student identifier (INE) or national agricultural identifier (INA);
b) official last name, commonly used last name, first names, municipality or country of birth, sex and date of birth;
c) series and year of obtaining the baccalaureate or equivalent;
d) category of last diploma obtained in higher education;
e) information on the means of entry and registration in higher education.
- Data regarding students enrolled in a final year class:
a) national student identifier (INE) or national agricultural identifier (INA);
b) official last name, commonly used last name, first names, municipality or country of birth, sex and date of birth;
c) school attended in the final year and the final year course followed.
- People who have logged on one of the national service applications intended for students with the aim of being admitted to a higher education course (excluding students enrolled in a final year class and students):
a) national student identifier (INE) or national agricultural identifier (INA);
b) official last name, commonly used last name, first names, municipality or country of birth, sex and date of birth.
Personal data and information recorded in the processing may come from the processing of personal data "Student monitoring information system" (SISE), "SYSCA", "Parcoursup", "AGLAE" as well as from national service applications for students managed by the CNOUS, such as the "My Services" portal.
Personal data collected is destroyed five years after your removal from an establishment, unless a new admission occurs during this period.
Officials from the bureau of statistics of the ministry responsible for higher education and research will have access to all the information and personal data contained in the processing. This access is reserved only to officials of the bureau of statistics individually designated and specially authorized (members of the INES unit).
Authorized persons from the education management services of higher education institutions as well as authorized persons from the management services of national applications of services intended for students or future students will be the recipients of data regarding the identity of the persons concerned and their educational and training courses, within the framework of their attributions and within the limits of the need to know.
The rights of access, rectification, limitation and opposition, provided for by articles 15, 16, 18 and 21 of the aforementioned Regulation (EU) 2016/679, as well as the right provided for in article 85 of the law n ° 78-17 of January 6, 1978 referred to above, are carried out with the sub-directorate of information systems and statistical studies of the general direction of higher education and professional integration and of the general direction of research and innovation from the Ministry of Higher Education, Research and Innovation, by e-mail to the following address: service.ines@enseignementsup.gouv.fr
Likewise, you can exercise the rights provided for in Article 85 of Law No. 78-17 of January 6, 1978 relating to information technology, files and freedoms.
